Comprehensive evaluation requires both quantitative and qualitative assessment frameworks.

Different stakeholders emphasize different success metrics reflecting their priorities. Humanitarian organizations focus on civilian wellbeing and aid delivery. Security actors prioritize violation reduction and disarmament progress. Political actors emphasize governance arrangements and final status trajectory. Mediators must balance these different emphases while maintaining overall process coherence.

Short-term success metrics may conflict with long-term sustainability requirements. Rapid disarmament might satisfy immediate security concerns while creating instability if communities feel vulnerable. Slow, confidence-building approaches might better serve sustainability despite showing less impressive short-term progress. Choosing appropriate metric timeframes affects evaluation conclusions.

Establishing transparent, agreed metrics helps build accountability while reducing disputes about implementation success or failure. When parties agree beforehand how progress will be measured, later arguments about compliance become more tractable. Mediators should invest effort in metric development as part of implementation planning rather than treating evaluation as afterthought. Clear metrics serve as roadmap for implementation while providing accountability framework ensuring parties fulfill commitments or face consequences for non-compliance.
